About the Facility:


The Waters Corporation Taunton, Massachusetts facility designs, manufactures, synthesizes (from raw materials to finished goods), and develops chromatographic media and standards. This OSHA Process Safety Management facility operates large-scale chemical manufacturing and laboratory processes with more than 95 operators on a 24-hour, 5-day schedule.

 

Role Overview:

 

Waters Corporation is seeking an experienced Health, Safety, and Environmental (HSE) Manager to lead and strengthen safety and environmental programs at our Taunton Chemical Manufacturing facility. This role is accountable for managing both people and processes to ensure risk reduction (human safety and the environment), employee engagement, and adherence to regulatory requirements, including EPA, MA-DEP, OSHA, DOT, and DHS standards. The HSE Manager will also oversee comprehensive training and development programs to build competency and reinforce safe behaviors across the organization. This is an onsite leadership position, requiring a strong and visible presence at the facility with a primary focus on driving a proactive safety culture through full compliance with OSHA Process Safety Management (PSM) standards and the implementation of Behavior-Based Safety (BBS) principles.

Responsibilities

Key Responsibilities: 

 

  • Champion Process Safety Management (PSM):
    • Ensure full compliance with OSHA PSM standards across all chemical processes.
    • Lead Process Hazard Analyses (PHA), Management of Change (MOC), and Pre-Startup Safety Reviews (PSSR).
    • Collaborate with engineering and operations teams to integrate safety into process design and modifications.
  • Drive Behavior-Based Safety (BBS):
    • Implement BBS programs to engage employees in identifying and correcting unsafe behaviors.
    • Foster a culture where safety is a core value through coaching, observation programs, and positive reinforcement.
  • Risk Reduction & Hazard Management:
    • Identify, assess, and mitigate operational risks for employees, contractors, and visitors.
    • Implement preventive and predictive safety measures to achieve zero incidents.
  • Regulatory Compliance:
    • Maintain compliance with EPA, MA-DEP, OSHA, DOT, DHS, and other applicable regulations.
    • Oversee environmental programs including Title V, Air, Water, NPDES permitting, LDAR, RCRA, and SARA reporting.
    • Responsible for annual reporting requirements for the site to the state, MA-DEP and other regulatory agencies as required.
    • Will lead ISO 14001 and ISO 45001 Health and Safety and Environmental programs including training programs, certifications as well as audits. 
  • Training & Development:
    • Deliver targeted training on PSM elements, emergency response, chemical handling, and safe work practices.
    • Equip managers and operators with tools to reinforce safe behaviors and hazard awareness.
  • Incident Management & Continuous Improvement:
    • Lead investigations of incidents and near misses using root cause analysis.
    • Develop corrective actions and track performance metrics to drive continuous improvement.
  • Safety Leadership:
    • Actively participate in hazard assessments, audits, and safety committees.
    • Promote an action-oriented safety culture with urgency and accountability at all levels.

Qualifications

  • Bachelor’s degree in Chemical, Environmental, or Safety Engineering (or equivalent experience).
  • 10+ years of HSE experience, preferably within a chemical manufacturing environment.
  • Demonstrated success in implementing Behavior-Based Safety (BBS) programs and driving a strong safety culture.
  • Experience with building and implementing safety programs.
  • Experience managing OSHA Process Safety Management (PSM) programs, including compliance, audits, and continuous improvement initiatives.
  • In-depth knowledge of EPA regulations, OSHA standards, HAZOP, RCRA, TSCA, NFPA, and methodologies such as PSM and PHA.
  • Experience with leading ISO 14001 and ISO 45001 management systems.
  • Prior experience with air permitting and LDAR requirements is a plus. 
  • Strong understanding of environmental permitting and regulatory compliance requirements.
